Constitution of the Morisco Movement

Also titled as 'Declaration of the Morisco Empire'.


Preamble

We, the Afro‑Moorish people—historically known as Moriscos, Moors and legally (by colour of law and former colonial powers) categorised as “black people” under the Black Codes of 1685 by King Louis XIV of France—also historically and politically labelled as ‘Afro-Americans’, ‘Afro-Latinos’, ‘Afro-Asians’, ‘Afro-Europeans’, etc.–do hereby establish a worldwide fraternal movement founded upon dignity, lawful self‑organisation, cultural continuity, and economic cooperation. This Constitution sets forth the principles, structures, and governance of the Morisco Movement, also ceremonially known as the Morisco Empire, as a peaceful, non‑state, transnational association.


Article I — Name, Legal Nature, and Identity

1. The organisation shall be known as the Morisco Movement, also referred to as the Morisco Empire.

2. The Morisco Empire is a non governmental, non violent, and non sovereign global movement operating in accordance with applicable domestic and international law.

3. The term “Empire” is used in a cultural and organisational sense and does not constitute a claim to territorial sovereignty.


Article II — Aims and Objectives

The aims of the Morisco Movement are to:

1. Unite Afro Moorish people worldwide in fraternity and mutual honour;

2. Preserve, research, and promote Afro Moorish history, culture, and identity;

3. Develop ethical economic structures, commerce, and real estate for collective benefit;

4. Conduct humanitarian, charitable, and educational activities;

5. Maintain peaceful relations with states, institutions, and other peoples.


Article III — Fundamental Principles

1. Human dignity, equality, and non discrimination;

2. Peaceful conduct and strict rejection of unlawful violence;

3. Transparency, accountability, and ethical governance;

4. Collective uplift through cooperation and mutual aid;

5. Honour for regional diversity within Afro Moorish unity.


Article IV — Membership

1. Membership is open to Afro Moorish persons and recognised allies who accept this Constitution.

2. Members shall have the right to participate in cultural, economic, and charitable programmes.

3. Members shall observe the Constitution, internal regulations, and applicable laws.


Article V — Governing Authority

1. The Morisco Empire is governed by its Founders, who collectively constitute the supreme governing authority.

2. The Founders appoint and supervise the Ministries and senior officers of the Movement.

3. Governance shall be exercised in a collegiate and accountable manner.


Article VI — The General Manager and Deputies

1. Executive authority is vested in the General Manager of the Morisco Empire, who is also one of the co-founders.

2. The General Manager is assisted by two Deputies, who act under delegated authority.

3. The General Manager is the de facto head of the Benelux office located in Hasselt.

4. The General Manager represents the Morisco Empire externally, subject to ministerial and founder oversight.


Article VII — Ministries

1. The following Ministries are established: a. Ministry of Finance; b. Ministry of Culture; c. Ministry of Foreign Affairs; d. Ministry of Economy; e. Ministry of Internal Affairs and Security; f. Ministry of Aviation; g. Ministry of Maritime Affairs.

2. The Ministries collectively decide upon and administer: a. Real estate holdings; b. Commercial enterprises; c. Charitable and humanitarian affairs.

3. Each Ministry operates under internal regulations approved by the Founders.


Article VIII — Moorish Economic and Cultural Councils (MECCs)

The following Moorish Economic and Cultural Councils are established as regional centres of decision making:


1. Guatemala City, Republic of Guatemala — Central America; known as the Moorish Economic and Cultural Council of Guatemala. 


2. Hasselt, Kingdom of Belgium — Benelux; known as the Moorish Economic and Cultural Council of the Netherlands.


3. Willemstad, Curaçao (Kingdom of The Netherlands) — South America and the Caribbean; known as the Moorish Economic and Cultural Council of the Caribbean and South America. 


4. Seoul, Republic of Korea — Korea; known as the Moorish Economic and Cultural Council of Korea.


5. Mumbai, Republic of India — India; known as the Moorish Economic and Cultural Council of South Asia.


6. Cape Town, Republic of South Africa — Sub Saharan Africa; known as the Moorish Economic and Cultural Council of Alkebulan. 


7. Melbourne, Commonwealth of Australia — Oceania, with an auxiliary office in Auckland, New Zealand, known as the Moorish Economic and Cultural Council of Oceania. 


8. Hanoi, Socialist Republic of Vietnam — Indo-China (Vietnam, Laos and Cambodia); known as the Moorish Economic and Cultural Council of Mainland Southeast Asia.


Each Council shall implement policies, manage regional affairs, and report to the central governance of the Movement. Each Council is autonomous and self-governing, except in the matters that concern the Morisco Movement as a whole. 


Article IX — Operational Bodies

1. Morisco Fleet: a humanitarian and logistical maritime body dedicated to relief, transport, and charitable missions.

2. Morisco Air: an airline and aviation entity supporting humanitarian, cultural, and commercial activities.

3. Morisco Guards: a lawful private security and protection service operating in compliance with local laws.


Article X — Finance and Property

1. All assets are held for collective, cultural, economic, and charitable purposes.

2. Financial administration shall be transparent and subject to internal audit.

3. No assets shall be distributed for private enrichment contrary to the aims of the Movement.


Article XI — Ethics and Discipline

1. Ethical conduct is mandatory for all officers and members.

2. Disputes shall be resolved through mediation and restorative procedures.

3. Sanctions may be imposed in accordance with internal regulations.


Article XII — Amendments and Adoption

1. Amendments require approval by the Founders.

2. This Constitution enters into force upon its formal adoption.


By Laws and Founding Declaration of the Morisco Movement (Morisco Empire)


Part I — General By Laws


Article 1 — Authority and Scope

1. These By Laws are adopted pursuant to the Constitution of the Morisco Movement.

2. They regulate the internal functioning of the Ministries and Moorish Economic and Cultural Councils (MECCs).

3. In case of conflict, the Constitution shall prevail.


Article 2 — Ethical and Legal Compliance

1. All bodies shall operate lawfully within their jurisdictions.

2. Activities shall be non violent, transparent, and accountable.


Part II — Ministerial By Laws


Article 3 — Ministry of Finance

1. Manages budgets, accounts, banking relations, and financial reporting.

2. Oversees audits and ensures financial transparency.

3. Administers donations, endowments, and investment funds in line with the Movement’s aims.


Article 4 — Ministry of Culture

1. Preserves and promotes Afro Moorish history, heritage, languages, and arts.

2. Oversees cultural events, archives, symbols, and educational initiatives.

3. Coordinates with MECCs on regional cultural programmes.


Article 5 — Ministry of Foreign Affairs

1. Manages external relations with states, institutions, and organisations.

2. Oversees diplomatic correspondence and representation.

3. Ensures peaceful international engagement consistent with the Constitution.


Article 6 — Ministry of Economy

1. Develops commercial enterprises, cooperatives, and trade initiatives.

2. Oversees real estate acquisitions, management, and disposals.

3. Promotes ethical entrepreneurship and economic self reliance.


Article 7 — Ministry of Internal Affairs and Security

1. Maintains internal order, compliance, and organisational discipline.

2. Oversees Morisco Guards in accordance with applicable laws.

3. Coordinates risk management and internal security protocols.


Article 8 — Ministry of Aviation and Ministry of Maritime Affairs

1. Oversees Morisco Air and the Morisco Fleet.

2. Ensures compliance with international aviation and maritime regulations.

3. Coordinates humanitarian logistics and transport operations.


Part III — By Laws of the Moorish Economic and Cultural Councils (MECCs)


Article 9 — Composition and Leadership

1. Each MECC shall consist of appointed Council Members and a Regional Chair.

2. Council Members are appointed by the Founders or the General Manager.


Article 10 — Functions

Each MECC shall:

1. Implement ministerial policies at regional level;

2. Manage regional economic, cultural, and charitable activities;

3. Report regularly to the General Manager and relevant Ministries.


Article 11 — Decision Making

1. Decisions shall be taken by consensus or majority vote.

2. Major financial or property decisions require ministerial approval.


Part IV — Operational Bodies


Article 12 — Morisco Fleet

1. Operates as a humanitarian and logistical maritime service.

2. May engage in relief missions, transport, and training.


Article 13 — Morisco Air

1. Functions as an aviation and airline entity.

2. Supports humanitarian, cultural, and commercial operations.


Article 14 — Morisco Guards

1. Operates as a lawful private security and protection service.

2. Acts strictly within local legal frameworks.


Part V — Discipline and Amendments


Article 15 — Discipline

1. Violations of the Constitution or By Laws may result in sanctions.

2. Due process and mediation shall be observed.


Article 16 — Amendments

1. Amendments to these By Laws require approval of the Founders.


Formal Founding Declaration of the Morisco Movement


We, the undersigned Founders, acting in free volition and good faith,

— Acknowledge the shared heritage and dignity of the Afro Moorish people;

— Declare the establishment of the Morisco Movement, also known as the Morisco Empire, as a peaceful, lawful, and fraternal worldwide organisation;

— Adopt and affirm the Constitution and By Laws of the Morisco Movement;

— Commit ourselves to ethical governance, cultural preservation, economic cooperation, and humanitarian service;

— Pledge to uphold peace, legality, and mutual honour in all activities.

This Declaration is executed as the founding act of the Morisco Movement.
